Regional ICZM Processes in the Context of the National Strategy. Coasts emerge where land, water, and air meet. Coastal cultural history as well as the biological and economic productivity of coasts go hand in hand with ecological vulnerability. Manifold uses of coastal regions linked to a variety of interests produce conflicts. This is where integrated coastal zone management (ICZM) steps in to mediate the conflicts and enable sustainable development. Following up on recommendations from the European Union, Germany is developing its ICZM strategy for submission in Brussels by 2006. The focus of this strategy is on processes of administrative coordination between various levels and sectors, in conjunction with informal civil society participation. Such a process requires dialogue and integration, that is, close cooperation between (natural and social) scientists, regional decision makers, and stakeholders at all levels of action. This is a challenging task not easy to achieve, particularly for border regions and cross-border cooperation. The coastal dialogues between Germany and Poland aim to promote an exchange of experience between the regions of Mecklenburg-Western Pomerania in Germany and Western Pomerania in Poland. The dialogues address public and private sector representatives in both regions. The primary goal of the first dialogue workshop in Miedzyzdroje was to establish some familiarity, that is, getting to know one another.
