The EG Water Framework Directive: The Implementation Strategy. One of the main objectives of the Polish water management strategy was to adopt the European Union water policy. This policy was included in the directive commonly called the Water Framework Directive (WFD). The provisions of the WFD were incorporated into Polish law and they are currently being implemented in accordance with the timetable provided in this directive. All of the key activities outlined for EU member states were put into practice in Poland in 2003 and 2004; river basin districts including cross-border districts were designated; authorities responsible for WFD implementation were determined. Status review reports were drawn up for the river basin districts. These reports dealt inter alia with the following: identifying categories of Polish waters, the typology of those waters, reference conditions for particular water types, defining water bodies as basic units for water management, and the identification of significant pressures and assessment of their impacts on river basin districts. Economic analyses in connection with water management were also carried out. These analyses were designed to determine the rate of recovery for the cost of water services. This, in turn, was deemed to provide the basis for identifying further measures to be taken, with the aim of achieving full cost recovery by 2010. A register of protected areas was prepared, which is mentioned in the WFD. The implementation of the WFD in Poland is also tied to the implementation of other tasks in order to fulfill the requirements of the so-called WFD daughter directives such as the directive on urban wastewater treatment, the directive on water protection from contamination with agricultural nitrates, and directive on the dumping of hazardous substances. During the implementation of the WFD many problems had to be overcome. This, in turn, has greatly facilitated the process of developing the principles of water management strategy in Poland.
