Zusammenfassung:

Possessing one of the most extensive wind resources among the German states, Mecklenburg-Vorpommern, due to its plane relief, also contains vast areas for the potential use of wind energy. This coastal region also stands out through its abundance of coherent natural areas and its function as a crossroads for migratory birds in Europe. Apart from that, the tourism sector, which is also directly based on the landscape, serves as the most important source of income for the state. The rapid development of the wind energy industry closely interacts with the legal bases for the spatial control of the use of this industry. Consisting of a high number of municipalities without being appropriately equipped with the necessary land utilisation plans, Mecklenburg-Vorpommern needs thoroughly developed planning procedures that are capable of catching up with the requirements of the quickly evolving wind energy industry. The state was the first who decided on allocating regions suitable for the use of wind energy in documents called “Regionale Raumordnungsprogramme”. Thus the state uses following tool for regional planning: “Ziele der Raumordnung und Landesplanung”. By identifying and allocating suitable spaces for the use of wind energy and banning this technology outside these designated areas at the same time planning procedures become more reliable and the number of conflicts is minimised, at least on the regional scale.
