The German Integrated Costal Zone Management (ICZM) process contains significant gaps. It is not adequately clarified how to formally implement ICZM in the German legal system, or how to execute ICZM at the regional and local level. In this view, the German ICZM process has been analysed in a diploma thesis at the Technical University in Berlin. Based on the results of this analysis, nine guidelines have been developed. They provide a procedural proposal to enhance the ICZM process in Germany. In particular an innovative stepwise scheme divides the regional ICZM process into five steps. For each step specified actions to be taken are defined. Therewith, the ‘fivestep scheme’ provides guidance for organising and executing regional ICZM activities along Germany’s coasts. Moreover, a detailed structure and organisation of an ICZM Coordination Point for Mecklenburg-Western Pomerania has been developed. It aims at coordinating regional ICZM activities and (supra-) national policy. This Coordination Point could potentially function as an exemplary model for other German coastal federal states.
