Zusammenfassung:

According to chapter II lit. f of the Recommendation of the European Parliament and of the Council of 30 May 2002 concerning the implementation of Integrated Coastal Zone Management in Europe coastal zone management should be in particular based on: involving all the parties concerned (economic and social partners, the organisations representing coastal zone residents, non-governmental organisations and the business sector) in the management process. The standards that are established in the Convention on Access to Information, Public Participation in Decisionmaking and Access to Justice in Environmental Matters, usually known as the Aarhus Convention and in the Directive 2003/4/EC of 28 January 2003 on public access to environmental information and repealing Council Directive 90/313/EEC as well as in the Directive 2003/35/EC of 26 May 2003 providing for public participation in respect to the drawing up of certain plans and programs relating to the environment and amending with regard to public participation and access to justice Council Directives 85/337/EEC and 96/61/EC - Statement by the Commission. Public participation is regulated in Polish law in relation to environmental issues in the act about public access to environmental information and public participation by environmental protection, and the assessment of the effects on the environment as well as in the act of spatial planning and management. The main problem is not the way regulations appear to give enough mechanism for public participation but the unsatisfactory number of actors who are interested in coastal matters and the limited use of these instruments.
